The Turtles are following a tip of April's when they spot a mugger stealing the purse of an old lady (they are quite clearly Rocksteady and Bebop in disguises). The Turtles easily dispose of the "mugger," and the "old lady" gives them a bag of chocolate-chip cookies as a reward. Only Donatello is suspicious of the whole situation.

In the lair, he analyzes the cookies and discovers that they are made with anti-mutagen, meaning they are likely made by Shredder. If they had eaten them, they would have transformed into humans. Michelangelo and Leonardo briefly fantasize about the idea, but Donatello and Splinter intervene, pointing out that without their mutant abilities and strength, the city would be at Shredder's mercy. Agreeing with Splinter, Donatello tosses the cookies in the garbage, disappointing Michelangelo.

On the Technodrome, Shredder is gloating over the cookie plan while Krang orders Rocksteady and Bebop to go steal a ship of electronic parts. He tells them to find their old gang to help them.

At Channel 6, April suggests doing an expose on city gangs, and gives herself a punkish makeover.

Meanwhile, Michelangelo sneaks into Donatello's lab and retrieves one of the cookies from the garbage. He starts to glow and stretch, and collapses; when he wakes, he's an ordinary orange-haired human teenager. He renames himself Michael J. Angelo, but quickly discovers that being human is overrated.

He also spots a gang chasing April down. She's confronted by Lugnut for snooping around and pretends that she wants to be a member of the gang, which they find laughable. She has to defeat Jersey Red in a fight in order to prove herself.

Just then, Michelangelo briefly turns back into a Turtle, knocks April out of the way and defeats Jersey Red. The gang members also challenge her to burglarize a person's home, and she decides to steal from her own apartment.

The other three Turtles are wondering where Michelangelo is when they hear an explosion - the remaining cookies just blew up, meaning they're unstable. Splinter finds the note that Michelangelo left for them, and Donatello starts working on an antidote.

Michelangelo creeps into April's apartment just as she's getting back, hoping to warn her about the gang being dangerous. Just then, he turns back into his Turtle form, and confesses the whole story to her.

Just as April is accepted to the gang, Rocksteady and Bebop surface and reintroduce themselves, since their gang hasn't seen them since they were mutated. Lugnut and the gang head onto the ship and start stealing, while April finds a radio and starts trying to contact the police. Unfortunately, Rocksteady crashes in and recognizes her.

Michelangelo swoops in to save her, but he starts turning human again in the middle of fighting Rocksteady. Just then the other Turtles appear and apprehend the gang, and Donatello successfully sprays Michelangelo with the antidote, turning him back into a Turtle permanently. April was so grateful for Michelangelo help, that she gave him a kiss, causing him to blush bright red.

April turns in her report, and the Turtles serve Michelangelo a chocolate-chip cookie pizza. Michelangelo reacts with revulsion and runs out of the kitchen, leaving the other Turtles to chow down on the pizza.

05NOTES & GOOFS

When the Turtles discover the mutagen in the cookies is unstable, Leonardo speaks "It's unstable" in Donatello's voice, but his voice changes back to normal in the same shot.
When Donatello starts working on an antidote to restore Michelangelo to normal, Leonardo's and Raphael's colors are switched.
When the female punk advanced on Donatello, she spoke with a man's voice.
When Rocksteady said "Big talk for a guy that just lost his Turtle powers" his shoulder strap was missing.
As a Turtle, Michelangelo dons clothing for his transformation into a human, but afterwards his clothing vanishes and reappears depending on whether he's a Turtle or a human. Similarly, his mask and wrist/elbow/knee bands vanish when he turns into a human and reappear when he transforms back.

06TRIVIA

The line-up in Bebop and Rocksteady's gang old gang is considerably different to how it was in Season 1, yet they both of them remember every single member. However their gang in season 1 were turned into mutants like them and their gang in this episode are still human.
The African American punk in the gang will later appear robbing the candy store in "Superhero for a Day."
Shredder's skin tone is lighter than normal this episode.
